Quattro sfide per l’Europa nel futuro digitale

Abstract

The paper examines how the digital transition is reshaping the European politics, identifying some key arenas on which Europe’s ability to be both autonomous and democratic will depend. It analyses four major challenges: the emerging rights of the algorithmic age, the quality of the public sphere, the rebalancing of power, and technological sovereignty. It shows that citizens’ cognitive autonomy, the limitation of concentrated digital power, and effective control over technological infrastructures are essential conditions for a democracy capable of remaining vibrant. Whether and to what extent Europe will succeed in meeting these objectives remains uncertain, but the outcome will determine a crucial part of its political future in the digital transformation.
