Abstract
The article explores the transformation of the European Union's Common Foreign and Security Policy (CFSP) alongside shifts in national military capabilities. It defines fundamental concepts like foreign, security, and defense policies, emphasizing their dynamic nature influenced by historical context and international dynamics. Additionally, it discusses the evolving nature of security threats, including terrorism and cyber threats, and analyzes the EU's Common Security and Defense Policy (CSDP) as a mechanism to ensure operational capacity while respecting member states' sovereignty in defense matters.
