Abstract
In a dystopian future Rome, society is strictly divided by the Citizenship Laws, where immigrants ("extraci") trade their rights for a multi-generational path to legal status. Captain Franzini and his integrated subordinate, Kuba, suppress a violent revolt in the overcrowded immigrant camps using brutal "non-lethal" force. The story explores the cynical mechanism of social control, where second-generation immigrants maintain the very system that oppresses newcomers to secure their own children's future. It is a grim reflection on integration through submission and the dehumanizing nature of tiered citizenship.
