Abstract

Under Biden's leadership, the United States can significantly contribute to a truly multilateral liberal international system; however, they are not and will not be the deus ex machina capable of resolving all the system's shortcomings. It will be necessary to find a new balance between the sovereignty of states and the coordinating action of international institutions, as well as between the trivialization of politics proposed by populists and the gray and opaque hyper-complexity of technocratic governance.
