Abstract
Mass surveillance has raised critical questions about privacy and security. This article examines the evolution of the right to privacy in response to the indiscriminate collection of data by intelligence agencies following the terrorist attacks of September 11, 2001. It explores the international debate on balancing privacy protection with the need to ensure national security. Through a multidisciplinary perspective, it analyzes the legal, political, and social implications of this dilemma. In particular, it considers recent regulatory reforms, such as the European Union's framework on personal data protection.
